What makes RCACs more efficient than other means of heating/cooling?

Reverse-cycle air conditioners use heat pumps. This heat pump technology means that 1kW of electric power to the RCAC produces at least 3kW of heating/cooling power. 
With electric resistive heating 1kW of electricity will only ever produce 1kW of heating. Gas heating is less efficient again because of heat losses. 
Many reverse-cycle air conditioners have up to 600% efficiency.
