What is the Utility Relief Grant Scheme (URGS)?

Who can apply  Holder of eligible concession cards: Pensioner Concession Card, Health Care Card, Veteran’s Affairs Gold Card.

If you are a low-income household you may be able to apply, your retailer will determine the eligibility

Grant is available for renters and homeowners

The criteria for the grant            


You must show you have no way of paying the account without assistance and meet one of the following criteria:
  1. You or someone in your house has experienced family violence
  1. You have had a recent decrease in income
  1. You have had high unexpected costs for essential items
  1. The cost of shelter is more than 30% of your household income
How much is the grant   Maximum $650 for each utility type or $1300 for households with a single source of energy in a 2-year period

You can apply for separate grants for each utility: electricity, gas, water.

The amount is decided based on the amount you owe and the reasons for applying.

How to apply      

Contact your utility retailer to request an application. They will ask preliminary questions before starting the application. It can be completed online, or the retailer can post you a paper form to complete. If you need assistance completing the form you could appeal to a friend, support worker or financial counsellor.

UGGS – non-mains

Grants for septic tanks cleaning are available only to homeowners

All other grants are available for renters and homeowners

You must show you have no way of paying the energy or without assistance and meet one of the following criteria:

  1. You or someone in your house has experienced family violence
  2. You have had a recent decrease in income
  3. You have had high unexpected costs for essential items
  4. The cost of shelter is more than 30% of your household income
Maximum $650 on each utility type or septic tank cleaning service in a two-year period. You may also be able to apply if you do not currently owe on a bill but will not be able to afford your next bill. The amount is decided based on the amount you owe and the reasons for applying
